Could ECO4 help with solar panels?

ECO4 can help some households in England, Scotland and Wales make their homes more energy efficient. Solar panels may be included alongside other suitable improvements.

Where should you start?

Read Ofgem’s advice for homeowners and tenants, then contact a participating energy supplier. It does not have to be the company you buy electricity from.

You can also ask your council about ECO4 Flex. This allows councils and other eligible bodies to refer some households for support.

What will be checked?

• Your household’s income, benefits or other qualifying circumstances.
• Your home’s energy rating, heating and insulation.
• Which improvements would help and meet the scheme rules.
• Whether a supplier can fund the proposed work.

ECO4 runs until 31 December 2026. The supplier decides whether to accept the project after the checks. Solar is one possible improvement, so ask the assessor why it is suitable for your home.

Will you need to pay anything?

Some projects may involve a contribution. Before you agree, ask for the full work and any payment in writing. Check who owns the panels and whether any finance or roof agreement is involved.

Start with a participating supplier or your council. They can tell you which application to use and what documents they need. Filling in a general enquiry form is only the first step.

My council mentioned ECO4 Flex

Use the form published or endorsed by your council. Its referral is then considered by the supplier arranging the work. Ofgem’s ECO4 Flex information explains the official forms.

An installer has asked me to sign a declaration

Ask them to explain what you are confirming and which project it relates to. An eligibility or pre-installation declaration records information about the work; it is not the final funding agreement. You can check Ofgem’s forms.

Check who you are dealing with

Ask for the company’s legal name and the supplier or council supporting the project. Check their details using the official website. Keep copies of the proposed work, payment terms, warranties and complaints information.
